ADP implementation 3.49pc in July-August of FY19

The implementation rate of the Annual Development Programme (ADP) during the July-August period of the current fiscal year (FY19) reached 3.49 percent with an overall expenditure of Taka 6,318 crore.
The ADP implementation rate during the July-August period of the last fiscal year (FY18) was 5.19 percent with an overall expenditure of Taka 8,517 crore, according to the latest statistics provided by the Implementation Monitoring and Evaluation Division (IMED) of the Ministry of Planning.
The IMED data showed that out of the overall expenditure of Taka 6,318 crore for this fiscal's July-August period, Taka 3,719 crore was spent from the government of Bangladesh (GoB) fund with an implementation rate of 3.29 percent.
Besides, Taka 1,664 crore was spent from project assistance with an implementation rate of 2.77 percent while the rest Taka 935 crore was spent from the organization's own fund with an implementation rate of 11.88 percent.
An official at the IMED said they remained very active over the monitoring of the development projects from the very beginning of the current year.
The official also said they are hopeful of witnessing cent percent implementation rate in the current fiscal.
The IMED figures showed that out of the overall expenditure of Taka 8,517 crore during the July-August period of the last fiscal year, Taka 5,491 crore was spent from the GoB portion (5.75 percent) followed by expenditure of Taka 2,265 crore (3.75 percent) from project assistance while the rest of the expenditure, Taka 761 crore (9.34 percent), from the organization's own fund.
Among the top 15 ministries and divisions as far as the allocation is concerned, the Power Division made an expenditure of Taka 2,362.39 crore (9.29 percent) during this July-August period followed by the Local Government Division Taka 1,758.30 crore (7.33 percent), Road Transport and Highways Division Taka 231.25 crore (1.15 percent), Ministry of Railways Taka 112.98 crore (1.05 percent), Bridges Division Taka 172.76 crore (1.88 percent), Ministry of Primary and Mass Education Taka 55.14 crore (0.92 percent), Ministry of Housing and Public Works Taka 382.96 crore (7.58 percent), Secondary and Higher Education Division Taka 55.61 crore (0.97 percent), Health Services Division Taka 198.43 crore (2.21 percent) and Ministry of Science and Technology Taka 6.70 crore (0.06 percent).
During the July-August period, the Ministry of Public Administration achieved the highest implementation rate of 16.02 percent while the Ministry of Civil Aviation and Tourism, Ministry of Youth and Sports, Ministry of Foreign Affairs and Bangladesh Public Service Commission are yet to make any expenditure during this two-month period.
Earlier on May 10 this year, the National Economic Council (NEC) approved an overall Annual Development Programme (ADP) of Taka 1,80,869.17 crore for the current fiscal (2018-19), including the organisations' own fund, with more emphasis on speeding up the implementation of mega projects.
The ADP for the current fiscal, also the highest development budget in the country's history, gave emphasis on speeding up the construction works of some mega infrastructure projects, including the Padma Bridge, Rooppur Nuclear Power Plant, Karnaphuli Tunnel, Matarbari Power Plant, Padma Bridge Rail Link and Dhaka Metro Rail.
Out of the overall ADP size, Taka 1,19,810.95 crore will come from the local sources while Taka 61,058.22 crore from foreign sources.
Excluding the state owned autonomous organisations' own fund of Taka 7,869.17 crore, the original ADP size for the current fiscal stood at Taka 1,73,000 crore. Of the amount, Taka 1,13,000 crore will come from the local sources while the rest Taka 60,000 crore from the foreign sources.
