PWD makes remarkable success in speedy project implementation

Public Works Department (PWD) made remarkable success in speedy project completion shedding its past records.
"This has happened only for proper utilization of skilled engineers and manpower of the department and assistance of the current government," Mohammad Rafiqul Islam, Chief Engineer of PWD under the Ministry of Housing and Public Works told The New Nation yesterday.
"The PWD is constructing buildings of 35 ministries. The construction work has got speedy even if it refrained from hiring consultants. If consultants are hired, they have no accountability. Now, we can do everything (planning, designing and supervision) while implementing the government's projects," said Mohammad Rafiqul Islam.
The Rooppur Atomic Energy Project is one of key fast-track projects of the incumbent government.  The PWD has successfully constructed and handed over 3 units of 20-storied residential buildings including electro-mechanical fixtures and furniture as per the demand set by the project's executing agency.  It has acquired the quality certification by independent third party agency and all these have been accomplished within just 13 months.
The remaining 19 similar buildings are under construction at the Rooppur Atomic Energy Project.
Mohammad Masudul Alam, Executive Engineer of Pabna PWD Division, said that five more 20-storey buildings would be delivered by December.
Under directive of Prime Minister Sheikh Hasina, the PWD has taken 23 projects to build 9,702 residential flats aiming to extend accommodation facility to 40 per cent for the public servants from the existing 8 percent. The department has already made ready 1,512 flats under the project.
Some 76 flats in a 20-storey building at Kakrail for justices, 448 flats for employees of National Parliament Secretariat at Agargaon and 988 other flats have been built.
The 20-stoery building at Azimpur and Motijheel have been built within stipulated time and inaugurated by Prime Minister Sheikh Hasina.
In November, 20-storied buildings (with superior residential flats for the secretaries and grade-1 officials) are expected to be inaugurated eight months before of stipulated project timeline.
Another 1,960 flats in three projects at Mirpur will also be handed over in this financial year.
Construction of residential apartments is running at a rapid pace in projects undertaken around Dhaka city's Khilgaon, Azimpur, Mojijheel, Gulshan, Tejgaon, Mohammadpur and Dhanmondi.
Not only apartment projects, projects of other client ministries are awaiting for inauguration, NITOR building at Sher-e-Bangla Nagar, NIDDR building at Mohakhali, Totthya Bhaban of Information Ministry on Circuit House Road.
Other than the projects, the construction of National Training Academy and Sharma Bhaban are at finishing stage. All the projects will be completed within the stipulated time.
Along with the capital Dhaka, developmental work is progressing at remarkable pace at districts and upazila level too.
In this year, a number of inaugurations have already been taken place such as 250-Bed Hospitals in Chapai Nawbganj, Sunamganj, Habiganj and Magura.
Bangabandhu Sheikh Mujibur Rahman Medical University Convention Centre, Oncology Building and Doctor's Dormitory, In addition, Syed Nazrul Islam Medical College Hospital in Kishoreganj and few more 250-bed district hospitals at Naogaon, Bhola, Madaripur, Chuadanga, Nilphamari, Bagerhat and Munshiganj are scheduled to be inaugurated within the upcoming December.
Practical observation reflects that PWD puts emphasis on the environmental aspects of construction work.
Facilities such solar panels, rain water harvesting as sustainable alternative to source of electricity and water are being installed in all projects.  At the same time, Sewerage Treatment Plant has been installed at large projects.
When asked about the structural stability of the these building, PWD Design Engineers have stated that the structural drawing of these buildings have been formulated following BNBC Code which have the required earthquakes resisting capacity.
Although e-tender was introduced to ensure transparency in government procurement, PWD was lagging behind in its commitment towards e-tender until December 2016.
From that point, the current PWD administration has ensured cent percent procurement through e-tender all over the country by December 2017.
