62 pc consumers face WASA's corruption:TIB

Dhaka residents burn Tk 332cr gas a year to boil water

Around 62pc consumers of Dhaka Water Supply and Sewerage Authority (WASA) suffer on account of the said service's irregularities and corruption, according to a study conducted by Transparency International Bangladesh (TIB).
The study was conducted on 2,768 consumers of WASA between April 2018 - March 2019, while considering the findings collected from 2010-2018.
"The people become victims of graft when they try for supply of water or to get sewerage line from the state-run utility company," said TIB Executive Director Iftekharuzzaman in a press conference at Midas Centre in the capital.
He said that it is still possible for Anti-Corruption Commission (ACC) to unearth these rampant grafts.
The research report titled 'Dhaka WASA: Challenges for Good Governance and Way Forward' based on the consumer services provided by Dhaka WASA in 10 MODs zones.
Iftekharuzzaman said, there was no any space in WASA free from corruption.
Replying to a query, TIB Trusty Board Chairman Sultana Kamal said, the higher officials of such a body are hardly
identified, because the graft occurred in organised way. But, if the authority wants, they can bring those corrupt persons to justice.
"Still 91 pc of Dhaka's population boils the water to make it drinkable. Fuel worth Tk 332 crore is being spent on an average every month by the people to make WASA water drinkable," the report said.
It said, "But it should not be the case. WASA water should be drinkable and contamination-free."
TIB report revealed that 86.2pc of customers had to bribe WASA officials directly while 15.8pc had to pay money to brokers.
It stated also that 59.6pc of service holders of Dhaka WASA had to bribe different officials to obtain their services.
TIB said, the WASA remains beyond accountability.
The report also said that the collective bargaining agreement (CBA) union makes WASA's desired governance difficult.
Besides, 78.5pc of the consumers are dissatisfied with the sewerage service of the Dhaka WASA while only 2.2pc said they are satisfied.
The report said, 45 per cent of the Dhaka population gets less than the required amount of water, it said in the report.
The slum people get 71 per cent less water than they need in their daily activities, it said.
