Stop Ukraine war in no time

Russia and Ukraine were under sovereignty and territory of Soviet Union till its dissolution, but now they are in war. We find violations of human rights in different sectors committed by Russia in Ukraine in this war. The UN independent human rights investigators, Humanitarian Research lab of the Yale School of Public Health have found lot of serious rights violations in various sector committed in Ukraine. Some of the violations include sexual abuse against women and children, ill treatment to the prisoners, brutal executions, unlawful killings, and destruction of heritage and graves, places of detention and torture. Russia also committed cultural genocide.
According to the UN refugee agency, ten million people, or about a quarter of the population, have been displaced, of that, nearly four million have fled to neighboring countries, including Hungary, Moldova, and Poland. The United Nations is preparing for up to seven million internally displaced persons and as may as seven million refugees, which would be the largest war-related mass migration since the Balkan Wars of the 1990s. As of March 20, at least 902 civilians have died and 1,459 have been injured, though the actual figures are likely to be much higher.

The 1st World War took place in the year 1916. With an object to maintain peace through out the word the League of Nations was established after first World War in the year 1920. In failure to do the job needful to keep world peace and maintain friendly relation in between the Nation to Nation the League of Nation was abolished. Due to the same cause later on second world war had commenced and considering the serious and irreparable loss of the world wide different Nations and inhumanitarian activities the world wide leaders again took initiative to formed an opinion for unity to maintain peace through out the world and as a result in the year 1945 the United Nation (UN) organization was established with a main object to keep the world peaceful and as such the UN had adopted so many international instrument to upheld the right of the citizen and guide line to maintain ethic during war or Arms conflict.
But due to weakness of the UN they failed to execute the rules, regulation, guideline and customary law etc to stop the invasion by powerful and big state on the less powerful or small state. One of the main causes of the failure of the UN is not ensuring the security of its member states. In fact, the UN is controlled by the members of its Security Council despite having a General Assembly with less power to maintain world order. Russia is one of the permanent members of 5 UNSC who have veto power regarding any decision of the UN. Therefore, the UN has totally failed to take any actionable decision to protect against the invasion of Ukraine by Russia.
The big power America has given its support in favour of the Ukraine. But without active military support such verbal support on supplying of Arms on payment is not a real support which can not bring any fruitful result.
UN Security Council should be formed under the name and Style "Arbitration Council." If any dispute arises in between the State to State, then the matter should be noticed to the Arbitration Council. And this council will hear the both State and take necessary step to solve the problem. If any of the disputed State is dissatisfied then they should be given second opportunity to submit their grievances. But no State should be allowed to make invasion on another State. If any State do so violating the decision of Arbitration Council then Combined Military action should be taken by UN against the responsible State to protect the Human Life and their property including the cultural properties etc from Invasion.
At present it is shown that UN has became power less organization. To make a peaceful world it is necessary to make UN as an actionable international organization. on the other hand, Fine and Penalty should be imposed on the responsible State to make good and repair of destroy caused by Invasion.
That if the invasion is continue for long lime by Russia on Ukraine, then there is a chance and scope for commencing of 3rd World War. So, the World Leaders should take active and united initiative stop invasion in Ukraine. American Foreign Minister 91 old Henry Kissinger also expresses the same view over the matter.
