DCs to run admin independently without interference

The four-day Annual Conference of the Deputy Commissioners (DC Conference) concluded on Wednesday with the thanks from Prime Minister Sheikh Hasina for the DCs outstanding performance during the last January 7 national election and implementation of overall initiatives of the government.

At the same time, the DCs were given special power. According to the instruction of the government, DCs cannot be withdrawn without giving promotion and they will have the authority to run the administration independently without any interference from outsiders including the politicians.

They can modify land records for the valid owners following the order of the courts, quick disposal of mobile court cases, monitoring the anti-corruption drives, prevention of rumours, preventing the question papers leakage during the public examinations and preventing cyber bullying and cyber crimes.

The four-day Annual Conference of the Deputy Commissioners (DC Conference) started on Sunday last (March 3) at the Prime Minister’s Office with an inaugural programme and other working sessions of the conference held at the Osmani Memorial Auditorium in Dhaka.

In the fourth and last day of the conference, the sessions were allocated for the ministries and divisions of Land, Local Government and Rural Development and Chattogram Hill Tracks. Besides, the issues of Cabinet Divisions were also discussed on the day.

Later, the overall feedback of the conference was evaluated in a session with the organizers.

After the concluding session, the DCs met the Chief Justice at his office and were entertained.

Finally, the DCs attended the annual meeting of the Bangladesh Administrative Service Association (BASA) in the Bangabandhu International Conference Center (BICC) at Agargaon in Dhaka.

At the closing of the conference, they joined dinner hosted by Prime Minister Sheikh Hasina.

In the conference, the 356 proposals of the DCs were discussed with the policymakers of the government and the policymakers have assured them to resolve the problems and implement the proposals of the DCs in phases.

The government has also assured them to increase their facilities and power.
The DCs claimed that though the government assured them about the proposals and problems, they haven’t really got anything.

Rather, they are returning with the 40 point directives of the Prime Minister and 350 directives by the policymakers of the policymakers including ministers, PM’s advisers, state ministers, secretaries and senior secretaries.

In the conference, the DCs have expressed their opinion on various issues to the policymakers.

Among the issues discussed in the conference, new laws on land issues, preparation of rules for the land related laws, land mutation, lease of hat and bazaars, construction of lands offices across the country, wetland lease, land management in the CHT area, court of wards, recruitment and training of new manpower for the land sector, land digitization, and overall land management were prioritised.
